November 21st Update - Form Code Administration Public Meeting

PUBLIC MEETING TO BE HELD REGARDING FORM CODE ADMINISTRATION

Meeting Details:

Date: Thursday, November 29th, 2012

Time: 5:30 pm

Location: Small Assembly Room of the City County Building, 400 Main St.

Who: This meeting is open to the general public and everyone is welcome to attend. Property owners within the South Waterfront Form Based Development Code and the proposed Cumberland Avenue District are encouraged to attend. The meeting will be hosted by the City’s Office of Redevelopment. A copy of the proposed changes will be available the week of the meeting for review at http://www.cityofknoxville.org/policy/formbasedcode.pdf. After this meeting, the next step in the process will be to bring the proposal to MPC for a recommendation to City Council. 

Purpose: To review proposed changes to the administration section of the form base codes for the City of Knoxville. This would impact the existing Administration Section of the South Waterfront Form Base Development Code and future Form Codes for the City of Knoxville, such as Cumberland Avenue. The proposal has been prepared by consultants, Code Studio, out of Austin, TX.

CAMA Update
The Cumberland Avenue Merchants Association held its monthly meeting on November 7th at 3:00 pm in the Goal Post Tavern. Representatives were on hand from UTPD, KPD, University Liquors, City of Knoxville, Copper Cellar, Goal Post Tavern, Regions, Walgreens, Redeeming Hope Ministries, the Amplifier, Wolf Trees, Knoxville Chamber. The City of Knoxville presented an update on the Streetscape project and the Form Code. The city also updated merchants on the University Commons project (www.shopuniversitycommons.com) and a proposed redevelopment of the Neal's Produce site in Fort Sanders. 

The merchants provided updates regarding their businesses. The Amplifier discussed a possible advertising opportunity for the merchants. UTPD and KPD provided updates about safety in the area. It was noted that with upcoming breaks at the University that students, faculty and visitors should be careful not to leave valuables in plain sight and car doors and apartments should be locked to prevent crimes of opportunity.

The next CAMA meeting is scheduled for December 5th at 3:00 pm in the Goal Post Tavern.

Traffic Advisory – Lane Closure for Utility Work

Cumberland Avenue Lane Closure [October 25] – KUB will close the westbound curbside lane on a short section of Cumberland Avenue between Eleventh Street and Thirteenth Street from 9 a.m.–3 p.m. on Thursday, October 25, as work is completed on the natural gas distribution system in this area. One westbound lane, center turn lane, and both eastbound lanes will remain open on this section of Kingston Cumberland Avenue while work is completed.

Some listed closures may extend beyond the scheduled times depending on the conditions encountered during excavation and construction. Appropriate traffic control measures will be in place at each location to assist motorists traveling in these areas. Due to the ongoing presence of workers and equipment, motorists are advised to use extreme caution and expect temporary delays in these areas.

Cumberland Avenue Streetscape Update
The city of Knoxville hosted a Right of Way (ROW) public meeting on September 25th at the University of Tennessee's Visitors' Center. The meeting was attended by approximately 100 members of the community including representatives of local businesses, the hospitals, the university, the city, and others; thank you to all who attended the meeting! CAMA Update 
The Cumberland Avenue Merchants Association held its monthly meeting on October 3rd at 3:00 pm in the Goal Post Tavern. Representatives were on hand from the City of Knoxville, Copper Cellar, Goal Post Tavern, Regions, Walgreens, and Redeeming Hope Ministries. The merchants discussed issues pertaining to panhandling and loitering along the corridor and talked about educating the student population about the "No panhandling ordinance". The City of Knoxville presented an update on the Streetscape project and the Form Code. The businesses provided updates and noted a good fall so far. 

The next CAMA meeting is scheduled for November 7th at 3:00 pm in the Goal Post Tavern.

September 7th Update - ROW Public Meeting

PUBLIC MEETING TO BE HELD ON CUMBERLAND PROJECT RIGHT-OF-WAY



The City of Knoxville and consultants for the Cumberland Avenue Streetscape Project will hold a public meeting at 6 p.m. Tuesday, Sept. 25th, at the University Visitors’ Center (former Faculty Club) at 2704 Kingston Pike.

The purpose is to discuss the Right-of-way Plans and the City of Knoxville’s property acquisition process as well as address any questions regarding the project. Property owners and others with interest in the project are encouraged to attend the public meeting, which was originally scheduled for Sept. 11th.

The City is acquiring property interest necessary to improve Cumberland Avenue. In order to complete this project, the City proposes to acquire some interest in the property for Temporary Construction Easement and/or Utility Easement. Currently in the right-of-way phase, this project aims to:

 Narrow Cumberland Avenue from four lanes to three lanes with a ribbon median (one eastbound lane, one westbound lane and a left turn lane at side street intersections)

 Increase the sidewalk area on each side of Cumberland Avenue; and

 Modify vehicular access to businesses in this location.

The project begins on the west at Third Creek and continues eastward to east of Seventeenth Street. There will be brief presentation and an opportunity for questions and comments.

The City of Knoxville is changing the day garbage is collected in the Fort Sanders area to Mondays.

June 29th Update

City of Knoxville Update

GARBAGE DAY CHANGE FOR FORT SANDERS NEIGHBORHOOD

The City of Knoxville is changing the day garbage is collected in the Fort Sanders area to Mondays.

Starting July 9, Waste Connections, the City’s contractor, will pick up garbage on Mondays each week instead of Fridays. Garbage will not be picked up on Friday, July 6, but will be collected on Monday, July 9.

The City is implementing this change in conjunction with the Historic Fort Sanders Neighborhood Association to ensure the health and well-being of the community at large, and accommodate the influx of weekend visitors and activities.

In addition to letters mailed to property owners, the residences affected by this change will receive a door-knocker leaflet on Friday, June 29, outlining the details.

The City of Knoxville provides garbage collection for buildings with four or fewer residential units. Apartment buildings with more than four units provide their own garbage pickup, usually with dumpsters for collection instead of individual garbage cans. Garbage collection via dumpsters will not be affected by the City’s change.

Garbage and recycling must both still be placed by the curb or alley (depending on the address) by 7 a.m. on the day of pickup.

Those Fort Sanders residents participating in the City’s curbside recycling program will continue to have recycling pickup every other Friday (July 6, July 20, August 3, etc.).

Cumberland Avenue Streetscape Update
 
City officials announced this week an updated timeline and design for the Cumberland Avenue redevelopment project.

Construction along the street from 17th Street to Volunteer Boulevard is expected to begin in the late fall of 2013, after the end of next year's University of Tennessee football season, and continue for approximately 24 months. The redesigned street will carry two lanes of traffic, separated by a small grassy median with left-turn lanes at most cross streets.

"Our traffic studies have shown that a median with turn lanes will provide the best flow of traffic and increase pedestrian and vehicle safety, as well as improve aesthetics," said Anne Wallace, the City's Project Manager in the Office of Redevelopment. "The construction will obviously entail some disruption through that area, but we will do our best to minimize its short-term impact." The City will work with local businesses to ensure that access will be maintained throughout construction.  

Currently, the project is in final planning and design stages, including the securing of temporary easements to allow construction.

On Tuesday, June 26th a significant change to the project was approved by City Council: $565,000 in additional design work, mostly to allow for the reconfiguration of electrical supply lines in the area.

"This change will actually save us money for the overall project budget," Wallace said. "In talking with KUB, we were able to change our original plans to bury the electrical transmission line within Cumberland."

Instead, because of a new substation at Dale Avenue and 17th Street, KUB will only need to run two supply lines laterally beneath Cumberland, crossing the avenue at 18th and 22nd streets. As a result, the estimated electrical infrastructure cost for the project will drop from $2.5 million to $1.1 million. The total project is still within its $14.6 million budget.

CAMA Update

The Merchants Association held its monthly meeting on May 2, at 3:00 pm in the Goal Post Tavern. Representatitives were on hand from the City of Knoxville, Goal Post Tavern, Graphic Creations, Copper Cellar, UTPD, Wolf Trees and UT Federal Credit Union. The City of Knoxville presented an update on the Streetscape project and the Form Code. Re: Traffic Advisory – Road Closure for Utility Work [All closures and work are weather permitting]


Tyson Park Street Road Closure [April 23-27] – KUB will close a section of Tyson Park Street to thru traffic between Kingston Pike and the Alcoa Highway Overpass starting Monday, April 23, and lasting through Friday, April 27, as roadway resurfacing work is completed following utility construction in the area. This road closure will be in effect continuously during the listed dates. Access to Tyson Park Street and parking within Tyson Park will remain open via South Concord Street. The Third Creek Greenway will also remain open while this work is completed.


Some listed closures may extend beyond the scheduled times depending on the conditions encountered during excavation and construction. Appropriate traffic control measures and devices will be in place throughout construction zones to assist motorists traveling in these areas. Due to the ongoing presence of workers and equipment, motorists are advised to use extreme caution and expect temporary delays in these areas.


City of Knoxville - Street Paving in Ft. Sanders
To help minimize the effect on the neighborhood, the city has directed its Contractor to hold off work until after Monday, May 14*. A list of streets remaining to be paved is listed below and it is only the portions bound by 11th St and 17th Street. April 12th Update


KUB Update

Cumberland Avenue Lane Closure [April 16] – KUB will close the eastbound curbside lane of traffic on a section of Cumberland Avenue between Poplar Street and Phillip Fulmer Way as water system work is completed near the Eleventh Street intersection. This lane closure will be in effect from 9 a.m. – 3 p.m. on Monday, April 16. One eastbound lane, the eastbound turn lane from Cumberland Avenue onto Eleventh Street, and both westbound lanes will remain open while this work is completed.

Some listed closures may extend beyond the scheduled times depending on the conditions encountered during excavation and construction. Appropriate traffic control measures will be in place at each location to assist motorists traveling in these areas. Due to the ongoing presence of workers and equipment, motorists are advised to use extreme caution and expect temporary delays in these areas.


Henley Bridge Update/Neyland Drive Closure
 
Neyland Drive is scheduled to have a complete closure of all lanes from 9 p.m. April 13th to 7:30 a.m. April 15th. The closure will be in place from Walnut Street to the intersection of Lake Loudon Boulevard. Calhoun's on the River and the Tennessee Boat House will be open to traffic. This total closure is needed to complete the demolition of Pier #2. For more information visit here.



Fort Sanders Update
 
The city of Knoxville conducted a codes sweep on the western side of the Fort Sanders neighborhood on Wednesday, April 11th. For more information about the event, click here.
 
UT Update
 
Classes end on Friday, April 27th and final exams run from May 1st through May 8th. Graduation ceremonies run from May 9th -11th. 
 
CAMA Update 
 
The Merchants Association held its monthly meeting on April 4, at 3:00 pm in the Goal Post Tavern. Representatitives were on hand from the City of Knoxville, Goal Post Tavern, Graphic Creations, KPD, McDonalds, Regions, University Liquors, UTPD, Wolf Trees and University Commons Project (former Fulton Bellow Site). KPD provided an update regarding issues in the district and the merchants welcomed Officer Liz Vail as the new representative. The developers of the University Commons project presented their plans and had a question and answer session about their proposed development. The City of Knoxville presented an update on the Streetscape project and the Form Code. Additionally, city staff noted that a developer plans to invest $16 million into renovating the hotel on Lake Avenue and running a Hilton Garden Inn at that location. Businesses also provided updates.

April 11th Update

Who: KCDC staff will present the proposed redevelopment plan for the old Fulton Bellows site along Third Creek, off Cumberland Avenue. It includes a proposal for Tax Increment Financing of the University Commons development.

KUB Update on Cumberland

Cumberland Avenue Lane Closure [March 7] – KUB will close the eastbound curbside lane of traffic on a section of Cumberland Avenue between Seventeenth Street and Nineteenth Street from 9 a.m. – 3 p.m. on Wednesday, March 7, as paving work is completed following a water main break that occurred in this area Tuesday morning. One eastbound lane and both westbound lanes of traffic, as well as access to area businesses, will remain open while this work is completed. Water service was restored in this area as of early Tuesday afternoon.

Water Main Repairs Close Lane on Cumberland Avenue

A KUB crew continues to work at the site of a water main break that occurred early Tuesday morning in the eastbound curbside lane of Cumberland Avenue between Seventeenth Street and Nineteenth Street.

The eastbound curbside lane is expected to remain closed through the evening commute in the immediate area on this section of Cumberland Avenue. One eastbound and both westbound lanes will remain open during this period.

Barring further problems during the repair process, KUB anticipates having water service restored by early afternoon on Tuesday. Once the water main has been repaired and service restored, KUB will begin working to repair roadway damages in the area.

Flagmen will be onsite to assist with maintaining access to businesses along this section of Cumberland Avenue during this period. On-site signage and barricades will remain in place for the duration of this work. Motorists are advised to use caution and expect possible delays when traveling in this area.

Follow-up advisories will be issued by KUB as needed.

February 17th Update

MEETING ON FULTON BELLOWS REDEVELOPMENT AREA

Knoxville's Community Development Corporation has scheduled a public meeting at 6 p.m. on Monday, Feb. 20, on the proposed Fulton Bellows Redevelopment Area. The meeting is at the KCDC office building at 901 N. Broadway. The developers of the proposed University Commons project will discuss their plans for a retail center in the area south of Cumberland Avenue. A part of the presentation will relate to traffic impacts.

University Commons LLC has proposed redeveloping the old Fulton Bellows manufacturing and distribution site near the University of Tennessee campus into 200,000 square feet of retail space, which would be anchored by a Publix Super Market and a Walmart. The developers have asked for public participation in this project in the form of Tax Increment Financing (TIF) to build new public infrastructure. For a project to be eligible for this type of financing, it must be located in a redevelopment area administered by KCDC.

In early January, the Knoxville City Council directed KCDC to review and make a recommendation on designating a redevelopment area at this location. As a part of that review process, KCDC is hosting this public meeting in which the developers will explain their project and its potential impact to the area. There will be another public meeting and an official public hearing in March.

- KUB’s new substation will shift direction for moving overhead utilities underground (from east-west to north-south), this will likely reduce impact to the Cumberland Streetscape Project
- Anticipate public meetings in the summer for ROW, no date set yet, will notify merchants
- Redevelopment Area Hearing for Publix and Wal-Mart Feb. 20th at 6 pm at KCDC building on Broadway open to public – merchants encouraged to attend. If public process is favorable, redevelopment plan would go to City Council March 20th and then to KCDC Board, the group would like to start construction in summer 2012
Discussion:
The development calls for building a new road from Cumberland Avenue to Joe Johnson Bridge
Developer would pay all environmental costs to cap the site.
- Henley Street Bridge – still on track to complete between January 2013 (bonus deadline) to summer 2013.
- Investigating potential for a parking authority for Downtown, Cumberland and Ft. Sanders area.

KPD
- New website http://www.raidsonline.com/, public can access to look at crime statistics
- Using website as predictive policy now – officers find where crime is going to be instead of where they have been
- Crime rates down compared to last year
- Could start towing cars that haven’t paid their tickets

Regions
- Offering “Now Banking” – if you have check that’s drawn from a Regions account and you don’t have an account, can cash check at Regions and load it on Visa Card that is re-loadable and the service is open for customers and non-customers.
- They now also offer Western Union Services.

New Information for February: Elizabeth Davis from the TN Alumnus magazine will be in attendance at the meeting to explain how Merchants can advertise to the alumni and contributors. This is shaping up to be a great opportunity to learn more about marketing businesses on Cumberland Avenue! Come out and bring a friend or co-worker!

Cumberland Avenue Streetscapes Update

The city is continuing to work on the right of way (ROW) process in the TDOT contract for the streetcape project. On Tuesday, January 24, after a competitive bid process, City Council voted to approve a resolution authorizing the Mayor to enter into an agreement with Tennessee Valley Title Insurance Company for title examination, review, evaluation and closing services. This is the foundational work that needs to be done in order to send notifications to the appropriate owners and lease holders regarding the proposed project and the need for temporary construction easements and in some cases utility easements.
